Post Election Wrap-up

Congratulations to President Elect Obama.  He is our President and we must, for the sake of our country and the world, do what we can to support him and his administration.  

That doesn't mean we must accept everything that will be proposed by the new administration, but we must be allowed the privilege to have an open and honest debate without the fear of being persecuted and destroyed because we may not agree with or accept the new ideas that many feel will not be in the best interest of America. 

Let's strive for a better America instead of the hate and vile that has been sent President Bush's way for 8 years now.  We're better than that and our country will be better for that. 

America is the envy of the world when it comes to elections and how smooth transitions are from one administration to another.

Campaign Follow-up

Let's hope that State and Local Officials, in the some 13-15 states with ongoing fraudulent voter registration investigations, follow through with their investigations and prosecution of A.C.O.R.N. and other voter registration groups across America that have committed thousands of crimes with election laws so we don't have a repeat of 2008 in 2012.

President Obama must call for a complete and thorough prosecution of the very tax supported organizations that committed these illegal acts and outwardly supported him with their election fraud (http://www.michnews.com/artman/publish/printer_21751.shtml) in order to stand by his campaign pledge of hope and change. 

A.C.O.R.N. officials knew they were committing criminal and fraudulent acts and chose not to do anything about it making sure Barrack Obama got elected first (http://www.philly.com/inquirer/local/20081030_Fired_ACORN_employee_testifies.html) and then apologize later no matter who was destroyed in the process.

Fear used against A.C.O.R.N. workers if they didn't meet their quotas for voter registration (http://www.nypost.com/seven/10202008/news/politics/acorn_instilled_fear__workers_134390.htm).

Even the Catholic Church is calling for a probe of A.C.O.R.N. monies that were sent to them by the church(http://www.washingtontimes.com/news/2008/nov/04/catholics-probe-aid-directed-to-acorn/print/).

Even Obama Staffers had to pull their double votes for him when they were exposed in Ohio as voting twice, which is a felony(http://www.nypost.com/seven/10252008/news/politics/bam_staffers_pull_their_bogus_ohio_ballo_135152.htm).

The same 100,000 voters registered to vote in Georgia and Florida (http://gatewaypundit.blogspot.com/2008/11/100000-georgia-voters-also-registered.html).  Gee, do you wonder who these people voted for?  This must be stopped for future elections.

Remember when we were told incessantly during the campaign by President Obama that incomes for Americans were dropping rapidly? 

Now we know just the opposite is true (http://newsbusters.org/blogs/noel-sheppard/2008/11/05/exit-polls-show-huge-increase-incomes-04-will-media-care).  Where was the press and media?

Was the media and press bias toward Obama?  Of course they were.  It's time to stop whining about it and use the resources we still have while we can to get the news out in a fair and balanced way like Fox News, Talk Radio and bloggers when the mainstream media members continue to crumble before our very eyes because of their arrogance, bias and mismanagement.

This teacher should be fired for her blatant bias in the classroom for Obama (http://www.belch.com/blog/2008/11/06/reason-142-to-homeschool-obama-teachers-wont-bully-kids-who-support-mccain/ and http://www.fayobserver.com/article?id=309760 and http://www.youtube.com/watch?v=1bvqmY1eM-s).  These videos are very troubling.

Joe the Plumber feels the wrath of the Obama Campaign...Joe the Plumber in Ohio asked a simple question when President Obama stopped by his neighborhood and immediately felt the wrath of the Obama Campaign when he challenged Obama on his welfare check idea to those Americans that don't pay any federal income taxes from those who do pay federal income taxes.

An immediate attack was launched against Joe the Plumber by Obama Operatives in the State Government of Ohio by looking up and releasing his confidential and personal information to the press and media in an effort to destroy Joe the Plumber because he dared to challenge an idea being promoted by President Obama.

Smelling a rat, the local press started to look into the matter and found out that Obama Operatives had indeed committed crimes by violating Joe the Plumber's legal rights with their abuse of office (http://www.dispatch.com/live/content/local_news/stories/2008/10/24/joe.html?sid=101 and http://www.dispatch.com/live/content/local_news/stories/2008/10/29/joe30.html?sid=101) by having contradictory stories (http://www.columbusdispatch.com/live/content/local_news/stories/2008/10/31/joe.html?sid=101).

The Governor of Ohio finally exercised some good judgment when the heat was put on him to suspend the Family Services Director for the State of Ohio for abusing her office in a political operative manner and the violation of an individual's confidential and personal legal rights (http://www.cleveland.com/news/plaindealer/index.ssf?/base/news/122613671476860.xml&coll=2&thispage=2 and http://www.daytondailynews.com/n/content/oh/story/news/local/2008/11/07/ddn110708helenweb.html and http://www.democracyforums.com/showthread.php?t=22575).

Hopefully Joe the Plumber can buy that plumbing business and live the American dream without fear of being abused by democrat government operatives in Ohio.

The Vanguard is intimately familiar with government officials who set out to destroy those who dare ask questions and suggest changes for the operations of government.  It is not a pleasant experience, but justice and accountability always prevail in the end if patience is allowed to work.

During his campaign and post election speeches President Obama continuously made reference to cleaning up Washington D.C. and bringing hope and change.

Let's hope he does bring this kind of change that he promised and not a repeat of the people that he has surrounded himself with so far for his entire life.

Village Board Budget Hearing November 24th at Village Hall

Please plan on attending the Village Board Budget Hearing on Monday, November 24th at Village Hall starting at 6:30 P.M.

The property tax levy is scheduled to go up 4.09%.  That doesn't necessarily mean that tax bills will go up 4.09% though.

Lots of questions need to be asked before the budget is passed.

Every citizen is allowed to speak at the Public Hearing.

The 2009 Budget is available for review at Village Hall Monday-Friday from 8:00 A.M. - 4:30 P.M.

The garbage tax, that we were initially told by the Village Board was going to be temporary in 2006, is now permanent and is going up 6% this year from $1.2 million to almost $1.3 million or $85 per household to $90 per household (http://www.menomonee-falls.org/CivicAlerts.asp?AID=90) and $180 for a duplex, $270 for a 3 unit and $360 for a 4 unit complex.

When the garbage tax, which use to be included in the property tax bill until 2007, and the property tax levy increase are combined, there will be an increase of more than 10% for the Village's portion of the tax bill and that is totally unnecessary if the Village Board required Waste Management to pick the garbage up for free and pay for the $42 million Municipal Facilities Fund without any taxpayer's money.

Let's use the example of Waukesha County's Budget for Menomonee Falls (http://www.menomoneefallsnow.com/watch/?watch=23&date=11/12/2008&id=48407).  It's less than a 1% spending increase.

School Superintendent Confirms Mark Belling Show Report on High School Administrator's Issue with Young Female Student  

The School Superintendent invited The Vanguard to his office for a complete review of all of the pertinent matters involving a veteran administrator at the high school and his totally inappropriate behavior toward a young female student that was reported on the Mark Belling Show earlier this fall.

The Vanguard can confirm that everything that was reported on the Mark Belling Show about the inappropriate behavior of this veteran administrator toward the young female student is completely and unequivocally accurate.

The details of the disgusting and inappropriate behavior by the veteran administrator toward the young female student will be left for others to discuss, what's important in this matter is that it was handled in a direct and firm manner by the school superintendent for the protection of the young female student and her family in effort to assure the community this will not happen again to any student and that discipline for staff committing this type of behavior will be done so in a fair, firm and unbiased manner without respect to friendships that may been developed between staff.

The young female student's 2008 Graduation Day was ruined when she left the building in tears when the veteran administrator was on the platform handing out diplomas.  It was her and her parent's understanding this guarantee (not having the administrator on the platform) was in place from those (high school staff) who intervened on her behalf because the principal at the high school never responded to her or her parents the entire school year about the matter. 

Wouldn't a simple phone call, email, letter or personal meeting with the family have been the right and appropriate thing to do instead of ignoring it?

The School Superintendent observed the confrontation between the parents of the young female student and the 2 high school administrators after the graduation ceremony.

The School Superintendent was contacted about the matter by the parents and the young female student after graduation asking for help.

The superintendent immediately sprang into action directing that an immediate investigation be done.

The Vanguard can report the following after meeting with the superintendent:

  • A thorough investigation of the matter involving all parties was done and was completed with a meeting between the young female student, her parents and the superintendent on September 19, 2008 bringing the matter to closure so that all parties will be able to move on.
  • The facts, findings and resolution of the matter have been laid out as follows: 1. A mandatory 3 hour sexual harassment training course for the entire high school administration that was completed in October of 2008.  2. Notices have been given to administrators by the superintendent with specific caution and directives for future incidents that may occur like this.
  • The two (2) high school male staff members who intervened on behalf of the young female student showed exemplary behavior with their assistance for the student.
  • The entire district has had the Code of Conduct and Sexual Harassment Policy upgraded and reviewed as part of this situation.

The Vanguard was very impressed with the school superintendent's handling of this situation and his commitment of making sure this doesn't happen again with the measures that he has put in place to improve communication, reporting requirements and sensitivity to matters such as these to protect students and to assure that all staff members are treated equally for disciplinary actions.

The New Destination Signs Are Here, The New Destination Signs Are Here...Well, Sort of

Like Steve Martin in the 1979 movie, "The Jerk", when he excitedly proclaimed, "The new phone book is here.  The new phone book is here.", after seeing his name in the phone book for the first time, The Vanguard is proud to announce the Village has finally installed destination signs for the $42 million Municipal Facilities Complex including the library, police station and village hall that was opened and dedicated over five years ago in July of 2003.

The Vanguard has been calling for destination signs throughout the village for a long time now (http://blogs.menomoneefallsnow.com/the_vanguard/archive/2008/08/31/quot-excuse-me-could-you-tell-me-how-to-get-to-the-high-school-quot.aspx) and is very glad to see them come to fruition after efforts to erect the signs began over 5 years ago at no cost to the taxpayers.  The Vanguard has also been asking for the Municipal Complex to have identification signage on the buildings as well so residents, guests and visitors know where to enter for Village Meetings, Municipal Court, police matters or which building is actually the library. 

This would have been extremely helpful for someone to have stopped by the Police Department to report a drunk driver, a stalker, a crime, an accident, an injury, storm issues or just to go for temporary protection, but for years (over 5 to be exact) none of the buildings were specifically identified.

It is hoped the destination signs were paid for out of the approximate $60,000 Settlement Account of the $42 million Municipal Facilities Fund as a result of a settled lawsuit between the Village and the building contractor during the construction and ultimate completion of the library, police station and village hall and not out of the taxpayer's pocket. 

Now if the Village Manager would only have these signs displayed throughout the Village, as most if not all communities do throughout Wisconsin, with the costs to be covered by the some $60,000 Settlement Account of the $42 million Municipal Facilities Fund.  These signs are incredibly easy to produce and install.  The Village has a great staff that has already been budgeted for and would be happy to have these signs done and erected in no time at all. 

What would it take to have 20-30 of these signs made and erected?  Maybe $75-$150 a piece or $2,000-$3,000 total for the signs?  Not much, considering we already have some $60,000 to pay for it at no cost to the taxpayers and the professional staff to put them in that have also been budgeted for out of the some nearly $6 million Public Works Employee Budget.  

These signs give a sense of warmth, pride and direction for local residents as well as guests and visitors to the Falls. 

It would be so nice to see them along Appleton Avenue, Good Hope Road, Silver Spring, Pilgrim Road, Lilly Road, County Line Road, Menomonee Ave., Main Street, etc. as other communities do directing people to and showing the pride for Wells Fargo Funds, Kohl's Corporate Center, North Hills Country Club, various churches, private and public schools, shopping areas, Silver Spring Country Club, Harley Davidson, athletic complexes, parks, Old Falls Village, etc.

The money is there, we just need someone to get it done.  Five (5) years is a long time to wait.

A reader of The Vanguard, who works in downtown Milwaukee, shared what the City of Milwaukee's destination signs look like and thought it would be nice if the Falls had something similar to Milwaukee's after reading the posting on destination signs:

Trustee Steliga Misses or is Late for Most Library Board Meetings

A reader of The Vanguard, familiar with library operations, asked us to look into the attendance record of the Village Board Representative for the Library Board, Trustee Jeff Steliga who also is required to give a report from the Village Board to the Library Board at each meeting.

The Library Board meets about 9 times a year.

For 2008, Trustee Steliga has been late or absent from 6 of the 8 meetings so far.

For 2007, Trustee Steliga has been late or absent from at least 4 of the 9 meetings if not more.  The Village website doesn't have all of the minutes from the Library Board for 2007 so it is unclear how many other meetings Trustee Steliga may have missed or has been late for.  

We will have an update for the rest of 2007 as well as 2005-06 for Trustee Steliga's attendance at the Library Board Meetings.

DA Contradicts Village Clerk on Reporting of 2004 Voting Irregularities

The Waukesha County DA recently left a message for The Vanguard which totally contradicts what the Village Clerk, through the Village Attorney, has reported about 2004 voting irregularities involving forged signature(s), perhaps false addresses, apparent illegal registrations, etc.

We will keep you posted on what we find out.

Let's Use the Alaskan Permanent Fund As An Example for Waste Management, The Garbage Tax and The $42 Million Municipal Facilities Fund Bailout

We have reportedly extensively on what should be done with the annual $1.3 million garbage tax and payment of the $42 million Municipal Facilities Fund Taxpayer Bailout ( http://blogs.menomoneefallsnow.com/the_vanguard/archive/2008/09/30/public-employee-benefit-costs-ii.aspx and http://blogs.menomoneefallsnow.com/the_vanguard/archive/2008/07/10/the-great-garbage-debate.aspx) to keep as much money in Menomonee Falls with free garbage pick up and to make sure the taxpayers don't have to pay for the $42 million Municipal Facilities Fund as we were originally promised in 2000 by some of the same members that are still on the Village Board.

Governor Palin has strongly promoted the Alaskan Permanent Fund (https://www.pfd.state.ak.us/ and http://www.apfc.org/home/Content/home/index.cfm and http://en.wikipedia.org/wiki/Alaska_Permanent_Fund) as a way to work with Corporate America who stand to make millions off a local community.

This is a great idea and it could be easily done in Menomonee Falls with Waste Management if we only had a Village Board that would do so.

Exercise the Privilege of Voting

The Vision of Our Forefathers

Our forefathers were incredibly visionary in their thinking and with their decisions from over 220 years ago that laid the groundwork for us today when it comes to voting.

Having declared their independence from a suppressive and oppressive government without regard to personal and professional persecution and sacrifice, our forefathers knew it was the right thing to do for citizens to be given free, open and honest elections.

Regardless of political affiliations, our forefathers simply wanted everyone who was a legal citizen of the United States and legally registered to vote.

Let's honor our representative government and our forefathers by exercising the privilege of voting on November 4th.

Taking a Break Until Next Week

Elections are very important and this is simply one of the many examples that exist why the public has a right to know what the candidate's positions are and what they stand for when it comes to a person's vision as president especially in the area of energy.

We know now Senator Obama and his Campaign wants to punish energy companies who provide us with electricity with punitive taxes and fees in order to bankrupt them if they don't comply costing Americans their jobs, livelihood and security along with the forfeiture of tax revenues to local, county, state and federal governments when the energy companies go bankrupt.

Hopefully Target, Wal Mart, Kohl's, Yankee, etc. will have an ample supply of candles for us if Obama wins on November 4th.

Potpourri: Catching up on a Number of Unresolved Issues

Vanguard Updates and Follow-ups

As is often the case with the mainstream media and press, stories are published and splashes are made with very little follow-up for the truth or concern for the parties whose names and reputations are unnecessarily dragged through the mud because they ask questions and challenge the status quo.  There is, however, follow-up when it fits the biased agenda of the mainstream media and press to sell papers or get ratings.

The same is true of Menomonee Falls and its local coverage of various issues.

Readers of The Vanguard are aware of this and often make comments to the effect, "It's sure good to know that someone finally does a thorough job of covering the local news and isn't afraid or intimidated by the local power brokers and enablers of the status quo."

This week's posting has a lot of unresolved updates, so let's get started.

Police Department

The Police Chief has invited The Vanguard to stop by Village Hall to view requested documents without any "location costs" being imposed which is in compliance with Village Resolution 997-93 that allows any citizen to view any documents for copying requests at $.25 per page.

"Location costs" kick in at nearly $40.00 an hour if the requested documents take more than four (4) hours to locate.

The Vanguard is intimately familiar with how documents are stored and or filed at Village Hall.  They are easy to "locate" and take only seconds and at the most minutes to find.

Government is required by State Law to keep track of all meetings (closed/open), business transactions, agendas, minutes of meetings, communications, etc.  There are big time consequences for the altering, misplacement and or loss of government documents by government officials. 

It is inconceivable to think that any Village Hall document would take more than four (4) hours to locate with the meticulous filing system that should be in place and is required of government entities with the Village Hall state of the art computer systems and technology purchased by the taxpayers as well as manual filing programs.

Often times, government officials try to implement their "location costs" policy in an effort to discourage and prohibit the release of documents requested by the public that government officials feel could or may be damaging to themselves in the revelation of their certain policy implementation or a total contradiction as to what has been said by them publicly that may reveal inconsistencies and or outright untruths by these officials.

Providing documents to the public simply requires Village Hall employees to hit "send", "copy", "print", "run" or "start" with their computers and or storage programs. 

This takes seconds, not hours.  If it took hours, then taxpayers have paid for employees and filing systems that are totally inadequate. 

The taxpayers have paid hundreds of thousands of dollars for state of the art equipment for the Police Department to protect our community and to administer their daily duties.

One computer program within the Police Department, The Phoenix, has been the subject of many questions and concerns regarding its viability that came with a huge price tag for the taxpayers.  This program was recommended by the recently retired Police Chief.

The Police Chief has "located" the requested documents involving The Phoenix computer program without any "location costs" and has invited The Vanguard to visit her office to view them. 

We will let you know the results of the review to make sure the taxpayers are getting the most out of their taxes and why the computer program may not be working. 

There are a number of unanswered questions posed to the Police Chief over the last two (2) months now that we hope will be answered soon involving various issues with the Police Department.

Police Chief Admits Error in False Arrest Story

Another follow-up with the Police Department involves the false arrest by the Menomonee Falls Police Department of a person who falsely had a warrant out for their arrest (http://blogs.menomoneefallsnow.com/the_vanguard/archive/2008/08/09/quot-sir-please-put-your-hands-above-your-head-and-spread-your-legs-quot.aspx) earlier this year due to what we now know was human error within the Police Department.

To the Police Chief's credit, she now admits in an October 15, 2008 letter that, "...the Menomonee Falls Police Department has taken measures to ensure this error does not reoccur."

Unfortunately, the person who was falsely arrested by the Menomonee Falls Police Department had to contact an attorney to get this matter resolved to get it expunged from their record.

As of today, it appears the matter has still not been resolved, even though the Police Chief has publicly admitted there was an error, due to highly inconsistent and sensitive information being given out by the Police Department to the individual's attorney that hopefully, when it is brought to the Police Chief's attention, will be resolved. 

In the meantime, the individual who was falsely arrested because of human error within the Menomonee Falls Police Department, is still in the national law enforcement network (NCIC) as being arrested and fingerprinted.

We will let you know what the Police Chief is doing with this matter as well. 

The Vanguard has also learned the Police Department has purchased a $40,000 SUV for tactical purposes that appears to have never been part of the department's fleet of vehicles before. 

We will keep you posted on this purchase as well.

School Superintendent

At the invitation of the School Superintendent, The Vanguard recently met with school district officials involving a number of unresolved issues that have been made public by readers of The Vanguard.

The superintendent and his staff attendant were very professional, open and helpful in the taped meeting.

The superintendent confirmed the high school athletic director is the veteran administrator who had been rumored to have been the subject of numerous questions and concerns involving a senior female student brought to the attention of the high school principal near the beginning of the 2007-08 school year on the Mark Belling Show earlier this fall.

The superintendent did not know about this matter until after the 2007-08 graduation ceremony when the parents and young female student brought it to the superintendent's attention because they felt very strongly they had literally been ignored by the high school principal when they made him aware of the matter near the beginning of the school year.  The parents also went to the Mark Belling Show with their concerns.

The superintendent confirmed that a staff member of pupil services at the high school tried to intervene on behalf of the young female student to help her through the situation for the remainder of the school year with the understanding the athletic director would not be near or on the stage during the graduation ceremony at the request of the parents and young female student. 

That request was not honored and that is when the superintendent first became aware of the matter after the graduation ceremony when the parents contacted him for intervention and resolution.

Everyone agrees the parents and the young female student were not out to "get" someone.  They just felt this matter should have been handled in a much better and more sensitive way than what it was.  The parents never filed an official complaint with the district.

The Vanguard knows the parents and the young female student.  They are good people and have moved on from this experience.

Once the superintendent got involved, things started to happen immediately.

He directed one of his lead staff members to conduct an investigation into the matter which resulted in a some 30-40 page report that was signed off on by all involved parties.

As a result of this experience, the superintendent stated very strongly there was a "failure of communication" by the district that has been addressed for the entire district going forward.

He also stated, the district's "sexual harassment" policy will or has been reviewed and the approach will be much more different in the future as a result of this experience.

The Vanguard and the readers who have raised various questions about the consistency and fairness of staff discipline based on who you know and how long you have been in the district, are not interested in the "uncomfortable" details of the some 30-40 page report that took an inordinate amount of time to complete at the taxpayer's expense.

The Vanguard has simply requested a copy from the superintendent of the original communication from the parents and young female student to the high school principal early on in the 2007-08 school year and the subsequent notice that has been placed on file for the athletic director as a result of the investigation that was completed at the direction of the superintendent's office. 

The community needs to know that all school district personnel will be disciplined fairly and equitably when it comes to providing an excellent learning environment for all students without the fear of coming forward with their substantiated concerns.

The meeting with the superintendent also revealed the following outstanding issues that were brought to the attention of The Vanguard:

  • Superintendent confronted the athletic director's wife, who is also a full time staff member at the high school, involving a situation where she told a student that she did not know, did not have in class and did not have any dealings with, that, "...I don't hate you in spite of how I feel about your father."  The athletic director's wife recalled the conversation and the superintendent directed her to "cease" any conversation at the school involving the student's father as it was the superintendent's opinion that it was not necessary for her to make such references about the student's father.  Nothing was placed in the teacher's file as a record of the incident during the 2007-08 school year.
  • The Falls Cable Access Director, housed in the high school and earning nearly $90,000 a year as a part-time employee with the school district and Falls Cable Access at the taxpayer's expense, had a very similar incident during the 2007-08 school year involving a student that he admitted to and was ordered by the high school principal to stop the behavior.  The high school principal, just like the issue with the athletic director and the young female student, did not respond to the parent's concern which is common courtesy.  Nothing has been placed on file involving the Cable Access Director's behavior toward the student.  
  • Two high school varsity athletic coaches had to be immediately relieved of their duties within the last 2-3 years because of "conduct" that would prevent them from continuing on in their positions.  The coaches are no longer allowed to coach in the district even though they are still on staff.  They have been put on notice that any future mishaps may jeopardize their employment with the district.
  • The district intervened on behalf of a teacher that was given the entire 2007-08 school year off in order to resolve some "personal issues" who is now on staff at Thomas Jefferson for the 2008-09 school year.  The district's concerns were of personal nature for the teacher and did not involve students or other staff.  This teacher is a veteran of many Washington DC trips and according to the superintendent is doing very well this school year.
  • The Facilities Committee is recommending the closing of Valley View School for the 2010-11 school year.  The taxpayers just spent $1,000,000 for the installation of air conditioning in 2007 at Valley View.  The superintendent is hopeful the district can sell Hiawatha School, home of the administration offices, and move the administration offices to Valley View. 
  • Enrollment numbers continue to decline (http://www.menomoneefallsnow.com/story/index.aspx?id=808214).  It's a good thing the taxpayers voted down (60%-40%) the February 2004 Referendum that included a new $10 million elementary school which would now be in jeopardy of maybe being closed due to declining enrollment.    

Menomonee Falls is blessed to have a lot of good people on staff in our schools who work really hard and are very committed to their profession. 

Taxpayers put out in excess of $50 million a year to educate around 4,000 students. 

Accountability, oversight and consistency are a must for any organization especially when it is funded with the taxpayer's money. 

It is good to know that Menomonee Falls has a superintendent who takes his position seriously and is accessible to the public.

Big Pig Gig Spends in Excess of $700,000 in First Two Years

The Vanguard has obtained, not from the Chamber itself, the 2007-08 numbers for the Big Pig Gig after having been promised the numbers for 3-4 weeks now by the Chamber's Director.

The Big Pig Gig is an excellent idea whose time is long past due in Menomonee Falls.  The more people in the Falls the better for local businesses.

The Vanguard is simply disclosing what is being done with the taxpayer's money and what is being reported for the event.

Through the support of a three year declining (75%, 50%, 25%) taxpayer grant from the State Department of Tourism, the Big Pig Gig was the recipient of a JEM (Joint Effort Marketing) Grant to start the event in 2007 of $34,130 and $28,000 for 2008 for promotional expenses respectively.

The goal of the grant is to expand tourism in Wisconsin for the economy through non-profit groups.  The program has been around for 20 years and handed out $845,000 of the taxpayer's money around the State of Wisconsin for some 35 individual programs in 2008.

The following are some interesting observations of what is being reported for the event:

  • 60,000 attendees each year in 2007 and 2008.  To put that in perspective, that is more than Miller Park (43,000), Wrigley Field (41,210) and just a little under Lambeau Field (72,500) and Camp Randall (80,321).  The area of the event is maybe 300' x 500'.  Anyone who has been to any major sporting event knows what it's like to be around 50,000 - 70,000 people in a small area.  Irish Fest reported attendance this year of 124,000 and that was at the Summerfest Grounds.
  • The local economy benefited $500,000-$750,000 from the event this year according to the Chamber.
  • Sales of $232,781 for 60,000 attendees in 2007 for an average of $3.88 per attendee.  Sales of $264,428 for 60,000 attendees in 2008 for an average of $4.41 per attendee.
  • Bus shuttle service fees of $6,895 in 2007 and $3,000 in 2008 for 60,000 attendees.
  • Beer costs of $24,621 in 2007 and $21,720 in 2008 for 60,000 attendees.
  • $97,395 for Entertainment and Production costs in 2007 and $65,740 in 2008.
  • $39,500 taxpayer grant in 2007 and $30,000 in 2008 which differs from the State of Wisconsin numbers by ($8,000) less.
  • Media buys of $56,674 in 2007 and $40,276 in 2008.
  • Tent costs of $16,798 in 2007 and $15,789 in 2008.
  • Kansas City Barbecue Expenses of $29,207 in 2007 and $28,812 in 2008.
  • $27,000 in Additional Entertainment and Production Expenses.
  • $34,000 in Additional Expenses.
  • $22,000 in generator expenses.
  • $9,000 in booklet expenses.
  • $5,000 in electrical costs.
  • $22,000 in signage costs.
  • $11,000 in promotional items.
  • Food Vendor Disbursements $152,000.
  • Volunteer Contribution $10,000.  2008 not paid yet.
  • Tokens and Counter $8,000.
  • Cash Sponsors $94,000.
  • Vendor fees $29,000.
  • Contestant fees $28,000.

When the volunteers are paid this year, the event will have netted over two years about $4,000.  The Vanguard is aware the former Greater Menomonee Falls Committee cash account had to pay some of the volunteer organizations last year because the event lost nearly ($17,000) in 2007.

24th Assembly Race

The Knodl Campaign continues to be under investigation by the Ozaukee and Waukesha County DA Offices for illegally putting some 300 names on their literature without anyone's permission which is in direct violation of State Statute 12.05 during the September Republican Primary which they narrowly won.

Knodl was the handpicked successor for Sue Jeskewitz by the establishment of Menomonee Falls.

Published reports have it the Knodl Campaign and their attorney are trying to work out a deal with the DA's.  Too bad something probably won't be done before the November 4th Election.  The voters deserve to know if the Knodl Campaign is guilty of what they have been accused of with numerous complaints.

Knodl is charged in Campaign Complaint...(http://www.menomoneefallsnow.com/watch/?watch=23&date=10/24/2008&id=47993).  If convicted of the charge, the misdemeanor could carry up to a $1,000 fine and up to six months in jail or both.

$42 Million Taxpayer Bailout of the Menomonee Falls Village Board   

Unless something is done soon, the taxpayers of Menomonee Falls will once again be asked to bailout another government entity for promises that were made they knew could not be kept for the Village Board's $42 million Municipal Facilities Fund that started in 2000.

It is widely known by now, even though attempts have been made to cover it up, the Village Board in 2000 saddled our community with a $42 million debt (http://www.jefferson-davis.info/images/Documents/Municipal-Facilities-Fund.png) for the new library, village hall and police station that will hit the tax rolls as early as 2016 with some $416 to $2,218 in new taxes for the average homeowner (http://www.jefferson-davis.info/images/Documents/MEst-Effect-on-Property-Val.pdf) unless voters let the Village Board (http://www.menomonee-falls.org/index.asp?nid=292) know they will not pay for this when they were promised in 2000 it wasn't going to cost them anything.

The Village Board, in a partial response to this problem they created in 2000, passed a new $1.2 million, 3% indexed, $85 per household annual garbage tax in 2006 without ever having to vote on the new tax again.  Garbage pick-up was always a part of the property tax bill and now those taxes ($1.2 million) are being used for something else and the taxpayers have to come up with an additional $1.2 million in new taxes for a service that should be done for free.

The garbage should be picked up for free in Menomonee Falls especially when the corporation (Waste Management www.wm.com) picking up the garbage is making millions of dollars each year in our backyard at our expense that will ultimately cost us dearly when the dump closes and the tax revenues and tipping fees are gone forever.

Now, the Village Board wants to expand the life and size of the existing dump to try and make up for the $17 million dollar shortfall (http://www.jefferson-davis.info/images/Documents/Municipal-Facilities-Fund.png) that was attempted to be swept under the rug when it was exposed in 2003-04.  

The Vanguard will continue to ask voters to require the Village Board (http://www.menomonee-falls.org/index.asp?nid=292) to do the following things to resolve this unfortunate issue:

  1. Repeal the annual $1.2 million garbage tax and have Waste Management pick the garbage up for free just like many other communities across America require corporations do for the privilege of domiciling their businesses in that community.  Let's keep the $1.2 million in our local economy each year.
  2. Get a piece of the methane gas selling rights from the Waste Management dump that currently provides energy for 15,000 homes through We Energies.
  3. Have Waste Management pay the entire $42 million debt service for the Municipal Facilities Fund that our community was promised by the Village Board in 2000 wasn't going to cost us anything.

Clerk's Office Finally Admits to Voting Irregularities in Menomonee Falls

In a letter released to The Vanguard, the Clerk's Office, through the Village Attorney, admits to having some "matters" in 2004 with voter registration in Menomonee Falls.  We are aware of what those "matters" are and we will continue to follow-up on what, if anything, the Clerk's Office did with those "matters".  The Clerk's Office is required to report all irregularities to the DA's Office in Waukesha County.

The Village Attorney's letter also disclosed that the Clerk's Office is in compliance with the Help America Vote Act of 2002 through the assistance of the Government Accountability Board with it's statewide data base that cross checks voter lists for deceased people, felons and duplicate matches.

The Village Attorney's letter also stated that he is not aware of any "outside" groups, like A.C.O.R.N., that have attempted to register voters in this election cycle even though several "outside" groups were present in the Falls in 2004.

Let's hope that is true and we can have a safe and honest election in Menomonee Falls on November 4th.

Fire Department

We will continue to get a response from the Fire Chief on some personnel matters within the department.

The latest revelation is that work hours for the remaining two lieutenants have been reduced from 56 hours a week to 42 hours a week for the same pay while part-time staff is being added under a time of "budget constraints". 

The Vanguard also learned that the Fire Chief ordered his staff a short time ago to find ways to spend the money in the budget because they had about 25% left over and that if they didn't spend it before the end of the year they wouldn't get it for the next year's budget.

Cloud Hovers Over Integrity of Menomonee Falls Election

Integrity of Menomonee Falls Election Remains in Doubt

With the exposure of deliberate, rampant and unprecedented voter fraud being revealed throughout America with direct ties and alliances to the Democrat Party and the Obama Presidential Campaign, specifically in at least 13 states including Wisconsin, The Vanguard has been trying for quite some time now to get the Menomonee Falls Village Clerk to assure citizens that our election process is safe, secure, honest and protected.

For whatever reason, the Village Clerk refuses to assure citizens the safety of our election and instead has the Village Manager write letter(s) at taxpayer's expense for the Clerk saying she is, "...too busy."

Too busy to make sure elections are safe in Menomonee Falls when it's your job to do so? 

There are numerous examples of voter fraud in the Falls from 2004 and possibly many others since then, but that will not be known for sure until the Village Clerk comes clean on a number of election matters required of the Clerk's Office by the Help America Vote Act of 2002 (HAVA), which as of now is totally unclear and uncertain if the Village Clerk is following federal law as part of a lawsuit filed against the Government Accountability Board (GAB) by Attorney General Van Hollen (http://www.jsonline.com/story/index.aspx?id=793566) or is the Clerk's Office deliberately choosing not to follow federal law to protect the integrity of our elections with the verification of voter registrations.

What a shame.

Why would an appointed public official possibly and potentially deliberately choose not to follow federal election law that was passed and required to be implemented by the United States Government for several years now?  It's not because of time, money or resources.  The Clerk's Office has many employees, state of the art equipment and an annual budget of at least $500,000 at the taxpayer's expense to perform their duties.  The Clerk's Office has known or should have known about HAVA, as part of their job duties, the voter verification requirements for at least 5-6 years.  

Our forefathers were willing to sacrifice their all to break away from a suppressive government, to have freedom and liberty for all, individual property rights, to have a free market capitalist society and to worship the God of their choice and not be subject to a state run religion.

One of the reasons for their sacrifice was to have free, open and honest elections as well as prosecuting and punishing those who violated election law.

How disappointed and frustrated our forefathers would be to see what has happened to their democracy and country with the voter fraud that is currently being promulgated and openly practiced in America with apparently very little concern from democrats, the mainstream media and various election officials.  

Voter Fraud is Rampant Throughout America with Direct Alliances to Democrat Party and Obama Campaign

The following are just a few of the many examples that exist of voter fraud throughout America and in Wisconsin:

The Vanguard believes that everyone who is a legal citizen of America and is legally registered to vote, should legally vote.

This is not about voter suppression, but is about maintaining the integrity and safety of our election process in a democracy with proper oversight and accountability by  government election officials who are paid very handsomely to do so as part of their job responsibilities.

Village Clerk Apparently has a History With Election Law and Personality Conflicts

The Vanguard has written extensively about the Clerk's Office (http://blogs.menomoneefallsnow.com/the_vanguard/archive/2008/09/05/protecting-against-voter-fraud-in-menomonee-falls.aspx and http://blogs.menomoneefallsnow.com/the_vanguard/archive/2008/07/02/state-abency-cites-falls-clerk-s-office-on-election-law.aspx) and the numerous questions that remain involving numerous issues.

It's not necessary to rehash all of those issues, but some of the issues that still remain are as follows and may explain why the Village Clerk won't answer questions to assure the integrity of our election:

  • Government Accountability Board (GAB) cites Clerk on numerous State Election Law provisions in 2008 involving her false claims against only one campaign.
  • Government Accountability Board admonishes Clerk for not knowing State Election Law as part of her job responsibilities in 2008 by giving out incorrect information involving only one campaign.
  • Village Clerk threatens to sue an individual when the GAB information was made public by having Attorney Paul Bucher, former Waukesha County DA who lost to AG Van Hollen in the 2006 September Primary by a very wide margin (60%-40%), write a nasty letter to the individual that hopefully was not at the taxpayer's expense. 
  • Village Clerk costs Menomonee Falls taxpayers an extra $3,000 in unnecessary outside consulting fees for elections each year because she went against the recommendations of the entire County to have her own polling machines apparently due to a personality conflict with the County Clerk that she lost to in the 2002 Primary Clerk Race by a 62%-38% margin.  The new voting machines were part of HAVA paid for again by the taxpayers.
  • Village Clerk files numerous complaints with Waukesha County DA against only one campaign when other campaigns have done the same thing wasting taxpayer's time, money and resources with the same result each time, nothing.  Clerk is required to contact campaigns first with questions but continued to violate State Election Law as outlined to her from the GAB.
  • Village Clerk's Office runs up a legal bill of $20,000-$30,000 at the taxpayer's expense for frivolous and unfounded complaints against an elected official  that were totally dismissed.  The Village Clerk continued to try and destroy the elected official at taxpayer's expense months after the official was no longer in office.
  • Village Clerk's Office disenfranchised some 60-80 voters in the 2004 Assembly Primary in a very close race because the wrong ballots were handed out to voters that resulted in a 184 vote victory margin out of thousands of votes that were cast.
  • Several outside groups registered voters in 2004 with a number of documented irregularities being brought to the attention of the Village Clerk that apparently weren't dealt with as is required by State Law with the DA of Waukesha County.
  • The 2004 documented irregularities involved lack of verification registration information, forged signature(s), false names on list with various addresses, voters not living at the address they were registered at, non-existent voters, forms being returned with addressee unknown, etc.
  • According to the Clerk's Office, some 400 new registrations came in in 2004 with 250 letters having to be sent out to verify their identity when it would have been so much simpler and more affordable to verify the registration forms before the outside groups left Village Hall.
  • Is the Clerk's Office in compliance with HAVA Law as is required to verify voter registration information or are people being allowed to register and possibly illegally vote without being legally verified?
  • Have additional outside groups registered people to vote since 2004?  If so, are they legally registered?  How many?  Any irregular ties?  Have they been reported to the DA's Office?
  • Are the voter lists being purged every four (4) years as is required by State Law?
  • Are post card verification notices being sent out as may have been done in 2004?

It is the duty and responsibility of appointed and elected officials to uphold the law for elections.  With such widespread abuse and fraud, it would be nice to know if Menomonee Falls is being protected in our elections.

This is not a difficult or challenging process.  It's very simple.

The taxpayers have given the Clerk's Office many employees, a some $500,000 a year budget, state of the art equipment and all of the support that is needed to perform these simple tasks.

The major and overriding concern of honest and responsible voters is that dishonest people are allowed to vote illegally no matter what once their names are entered into the data base of the voting rolls. 

In many cases, this cancels the vote of the honest and good voter. 

Even if they are caught with a discrepancy, they still get a provisional ballot in most cases to vote until the matter is resolved.

It is virtually impossible to catch someone voting illegally once they are in the data base because of unmarked ballots.

That is why it is so important and critical for Election Clerk's to do their job upfront and follow the HAVA Law so that these problems could be avoided to maintain the integrity of our elections while saving the taxpayers a lot of time, money and resources.

Wouldn't it be nice if we simply had honest and honorable people and organizations who upfront truly believed in our democracy and the privilege to vote instead of wasting all of the taxpayer's time, money and resources on lazy and dishonest people at the end?

Mark Belling Show Documents More Voter Fraud

Mark had a listener to his program who recently documented that absentee ballot requests were being sent to his 98 year old grandmother who was residing in an area nursing home in a compromised state of mind.

The return address for the absentee ballot requests was none other than that of the Obama Presidential Campaign on Appleton Avenue in Milwaukee. 

The grandmother didn't even live in Milwaukee.

Get the picture?

Can you say, Cook County?  Chicago?

Can't the Obama Campaign prey on someone else besides 98 year old compromised grandmothers in nursing homes for illegal votes?

A Menomonee Falls caller to the program told Mark that his deceased wife of four (4) years had been receiving numerous notices for absentee ballot requests with a return address from an organization that he was unsure of on Appleton Avenue.

The caller stated he was a poll worker in Menomonee Falls and asked the Clerk's Office what was up.

The Clerk's Office said the organizations were working from an old list.

Huh?

Are you serious?

How about just telling the gentleman we will have your deceased wife's name removed immediately from all lists?

Really, is it too much to ask for such simple things?

Has the voter list been purged in the last four (4) years as is required by State Law?

What can you do about voter fraud?

If you are as concerned about voter fraud, as many people are becoming due to the epidemic breakout, please contact the Village Clerk, Village Manager, Village Attorney, Village Board or Waukesha County DA to make sure our elections are being protected.

A much better site to find your polling places and to have simple voting questions answered, is the State of Wisconsin (http://vpa.wi.gov/ and http://elections.state.wi.us/faq_que_list.asp?fid=27&locid=47&linkid).

It would be so simple to have the Village link the State's websites to the Village's website, but that would make too much sense.   

Hopefully the Clerk's Office will eventually answer some basic questions about the integrity of our elections.

Updates and Follow-ups

School Superintendent

The school superintendent has offered to meet with The Vanguard to review the requested documents involving numerous school district personnel matters with students and the apparent inconsistent disciplinary actions for staff depending on their position and established friendships and relationships within the district.

Hopefully the husband/wife veteran administrator/teaching team at the high school and their issues will come to light so the community will know what has been going on and what was done by the superintendent.

Valley View Elementary to Close

The Vanguard has known of this for sometime, but it's hard to believe when we were lead as a community as recently as 36 months ago by the school administration and school board that we absolutely needed new schools and facilities because of rising enrollment projections.

What happened you ask?

We were mislead.

Enrollment projections are actually dropping rapidly.

Take away the K-4 program from area daycare centers and the numbers would be staggeringly low.  Numbers that haven't been seen since the 80's and 90's.

Thank goodness the new $10 million elementary was not built in 2004 and the taxpayers voted it down (60%-40%).  Otherwise, we might be looking at closing the new school or selling even more empty schools (http://www.menomoneefallsnow.com/watch/?watch=23&date=10/14/2008&id=47477).

The Vanguard is looking into what the cost of installing air conditioning was at Valley View just last year.  A figure of $1 million comes to mind. 

Fire Department Personnel Rumblings

The Vanguard is in the process of confirming with the Fire Chief the unfortunate and questionable release of a very likable and respected 19 year veteran of the Fire Department in favor of keeping two Shift Supervisors with apparent questionable and perhaps unresolved matters.

The suggested reason for the 19 year veteran's dismissal was "budget cuts".

Old Falls Village 

A ton of taxpayer's money ($50,000-$100,000) was stuck into the Miller Davidson House at Old Falls Village in 2003-04 as part of a renovation project of the home.

The Old Falls Village Director, whose nearly $50,000 part-time salary was incurred by the taxpayers, was suppose to raise the money for the restoration of the home to match a grant, but came up way short and jeopardized the entire program until the taxpayers came through once again to bail out the project.

Part of the restoration project was to build a handicap accessible ramp to get into the house.

When driving by the house over the weekend, the entire ramp that was just built a few years ago was being completely replaced.

Trustee Jeff Steliga was in charge of this project and The Vanguard will attempt to get some answers from him as to what happened and how much did the ramp replacement cost the taxpayers.

Big Pig Gig

The Chamber Director has promised the numbers from the 2008 Big Pig Gig after the committee meets.  2007 numbers should be available now and we will continue to ask for them.

We will get you the 2008 numbers when they are made available by the Chamber.

We have learned that taxpayers gave the Chamber a ton of money through a grant program with the State of Wisconsin (http://agency.travelwisconsin.com/Programs/jem.shtm) in 2007 and will provide you with the details when the Chamber gets backs to us. 

Knodl Campaign Violations

No word yet from the District Attorneys of Waukesha and Ozaukee County on the Knodl Campaign Violations.

Hopefully something will come out before the November Election.

$42 Million Taxpayer Bailout of Village Board 

A number of readers provided The Vanguard with new information about the shameful and avoidable $700 Billion Federal Government Bailout caused by the collapse of Fannie Mae and Freddie Mac.

  1. Waste Management picks up the entire $42 million Municipal Facilities Fund tab as promised by the Village Board in 2000-03 (http://www.jefferson-davis.info/images/Documents/Municipal-Facilities-Fund.png).
  2. Waste Management picks up our garbage for free until the dump closes instead of taxing homeowners $1.2 million a year as other communities all across America have done with corporations who stand to make millions/billions for domiciling their business in the respective communities.
  3. Village Board needs to get a part of Waste Management's methane gas selling rights to WE Energies that supplies enough energy for 15,000 area homes.
  4. Assuming the average household pays $2,000 a year for energy costs, that's $30 million that WE Energies collects from the 15,000 homeowners.  Shouldn't the taxpayers get some of that for being stuck with the dump forever when it is closed?

Remember, Waste Management (www.wm.com) had over $13 billion in gross revenues and netted over $1.1 billion for 2007.

Is it really too much to have the Village Board work out a deal that will benefit our community financially now that the buildings have been built and the debt is due?

Falls Cable Access

The Vanguard has a request in to Falls Cable Access for information about their 2005-07 tax returns involving penalties, fees, surplus, costs, etc. at the taxpayer's expense.

Police Chief

The Vanguard has been invited to meet with the Police Department to review documents involving the computer programs that aren't working.

$42 Million Taxpayer Bailout of Menomonee Falls Village Board

The Vanguard's updates and follow ups, and there are plenty of them, will be at the end of this posting.

Public Employee Benefit Costs, which was suppose to be last week's subject, will have to wait another week or more.

Our country is currently facing a challenge that is unprecedented in terms of size and magnitude that must be addressed now with those who are responsible for getting us into this mess being accurately held accountable for its cause so it is not repeated in the future.

Follow the money. 

It's always about money when it comes to politicians who are legally and ethically challenged when they try to cloak themselves in righteousness and glory because, "It's for the people of our community."

Riiiiiiiiight!!!!!!! 

Taxpayers of America are being asked once again to make good for the strong armed tactics of certain politicians who used their position to deliver political favors to constituents in exchange for votes and campaign contributions over the last 30 years that has now reached an epidemic of the often referred to number of $700 billion.

There is a pattern for these certain types of politicians over the years and the taxpayers have had to foot the bill in one way or another or "else" every time (click here to see a history of bailouts in America http://www.propublica.org/special/government-bailouts) since the early '70's.

Irish Political Philosopher Edmund Burke has been attributed with the following quote, "All that is necessary for evil to triumph is that good men do nothing."

Similarly, the Menomonee Falls Village Board, currently led by Trustee Jeff Steliga, Mike McDonald, Sharon Ellis, Jim Jeskewitz and former Village President, Joe Greco, who started this mess in the 90's, are now asking the taxpayers of Menomonee Falls to "bail them out" of a $42 million dollar commitment they made that they knew they could not keep and now the bill is coming due unless something is done now to protect the businesses and homeowners of Menomonee Falls.

Unless the citizens of Menomonee Falls collectively rise up to let their elected and appointed officials know they will not stand for this bailout and the deliberately failed promises of Trustees Jeskewitz, Steliga, McDonald, Ellis and former Village President, Joe Greco, the impact of new taxes will potentially cripple our local economy when it would be so easy to correct it with the right leadership and negotiation process.

$700 Billion Taxpayer Federal Bailout and the Eerie Similarity of the Menomonee Falls Village Board 

How did our country get to this point?

It's very simple.

It started over 30 years ago when the democrat controlled Congress and Senate along with the support of the Carter Administration paid their supporters back with the 1977 Community Reinvestment Act (CRA) which was designed to require financial institutions to provide loans to the low income and minority population or else be sued for discrimination or prejudice (http://www.lewrockwell.com/dilorenzo/dilorenzo125.html).

Simply put, loans were made to people who could not afford them and subsequently were not held accountable when they could not make their mortgage payments.

These seriously questionable and egregious lending practices were greatly expanded in the '90's under the Clinton Administration for the same payback reasons of the Carter Administration to constituents in exchange for their votes and campaign contributions (http://209.157.64.201/focus/f-news/2091845/posts).
