Milwaukee water is OK, BUT...

NBCRG has agreed that Milwaukee water is available at a lower price than Oak Creek or Racine water and we can get it sooner.

We realize that something must be done quickly to comply with federal EPA and Department of Natural Resources regulations regarding water quality and falling water levels in the deep City wells.

We have no problem with bringing Milwaukee water to the EXISTING water mains, and to new areas that require water which are located east of Calhoun Road.  We are against the City of New Berlin forcing residents west of Calhoun Road in the so called "rural" area of larger lots and conservation sub-divisions to accept Milwaukee water AND MMSD sewers,

The agreement between the City of Milwaukee and New Berlin was finalized with only Mayor Chiovatero and consultants from the firm of Rueckert & Mielke, and the Zeppo firm in attendance. Members of the Utility Committee or the Common Council were not permitted to attend and therefore could not raise any objections to Milwaukee conditions.

There have been several area water and sewer maps published and no one knows what the official map version is.

This and many other questions abound, so we therefore are asking for a Public Hearing before the Common Council approves the Contract



 

Congrats to the New Berlin School Board

We would like to offer congratulations to the New Berlin Board of Education for the 4th straight year by approving  a budget increase of less than 1%.

Residents approved the budget at the Annual Meeting, which was held at 7:30pm Monday July 28, at the New Berlin West Performing Arts Center, with an unanimous vote.

The salaries of six Board members will remain the same as last years, which are $3000, and $4000 for the Board President because of the president's additional duties. This was also approved unanimously.

There were no questions or amendments from the floor

 

 

 

 


 

NBCRG advances proposal to save millions of tax dollars

New Berlin Park & Recreation wants $3,200,000 to $3,800,000 to build baseball fields at Milham Park.

New Berlin citizens for Responsible Government(NBCRG) has researched the proposed development of baseball fields at The Milham facility, 20900 W Cleveland avenue, and would like to suggest a cost efficient alternative plan:

For starts, The City of New Berlin and the New Berlin school district should jointly investigate the concept of using the existing baseball fields at Eisenhower and New Berlin West high schools.  We also feel that other parks and schools should be incorporated into this joint venture.

Instead of the city having to raise taxes to fund the construction costs and the many thousands in annual operating costs, the two units of government can work together to save taxpayers dollars, and still be able to provide well maintained facilities for all the city and school baseball programs.

The New Berlin West field is only a mile away from the proposed Milham Park site.  Concession stands are availble there and in some other locations.

The possibility of incorporating the VFW baseball fields on Beloit Road should also be considered in a public-private partnership use agreement.

Let us all think outside the box and be willing to try something different.  We believe that the schools and the parks can compliment each other, while possibly saving taxpayers millions of dollars.

Statement from New Berlin Citizens for Responsible Government

The July 3 issue of Now, Muskego New Berlin Public Forum page, contained a letter from Janet Brantzeg of New Berlin, supporting the proposed Wal-Mart Supercenter in Muskego.

I wish to clarify a comment about Citizens for Responsible Government and Muskego First. The group which I am the president of is:  New Berlin Citizens for Responsible Government (NBCRG) NBCRG is NOT the CRG group mentioned, and is not affiliated in any way with the CRG Network. NBCRG does not interfere with proceedings in our neighboring communities and would expect the same treatment from them about New Berlin issues.

I personally have the opinion that recalls should only be attempted in the event of criminal behavior or malfeasance on the part of officials. It should not be used in an attempt to silence or influence votes on any issue. The costs of any recall election is measured in many ways, including long lasting hard feelings and many thousands of taxpayer dollars which could be spent elsewhere.

We encourage voters in the City of Muskego consider the consequences of this possible recall action before initiating it.

Questions for Mayor and New Berlin Common Council

Some information is good; but more is better when it comes to government spending.  Ask questions before new budget is adopted 

Here are some of my questions:

a) Do all of the options to improve Calhoun Road include land acquisition for bike trails, interest, and storm water construction?

b) What was the cost to bury the overhead utilities at the intersection of Beloit and Moorland?  Are similar expenditures planned in the next three years?

c) What are the criteria for replacing fire, police, and other city vehicles?  How does that compare to the private sector?

d.) Why is the Parks & Recreation department planning such a large increase in spending next year and why does it plan to purchase “environmental corridors” when we are struggling to keep the library open on Sundays?

 

New Berlin citizens have access to much of the city’s budget on-line.   You can see it on the city website using the path:   http://www.newberlin.org, click on Departments, then Finance, then under the Links heading click on 2008 Adapted CIP budget (for the Capital Improvement Plan), then 2008 CIP budget.

 

Don’t just leave it to your neighbor.  Spend five minutes now to visit that link.  If you have questions, contact the head of that department or the city finance director.  If something doesn’t seem right or necessary, call your alderman.  If you agree that more detail should be available on-line, share that with your alderman and the mayor.

Scouting at the Milwaukee County Zoo celebrates 20th year

The Milwaukee County Council, Boy Scouts of America. is celebrating the 20th anniversary of Scouting at the Zoo.

This fun filled week-end is May 30,May 31 and June 1, 2008

Doors open at the zoo at 9:00am Zoo admission is required by Milwaukee County,

There is no additional cost to see the scouting exhibits which include, camping, pioneering, pinewood derby races and the many things that Cub and Boy Scouts do.

Several units from Potawatomi Area council are also attending, including Troop 93 from Holy Apostles. My apologies if we have missed any other units from this area.

Congratulations Father Dave!

The 9:15 mass on Sunday May 18 at Holy Apostles Catholic church featured Archbishop Timothy Dolan as a special guest and the celebrant of the Mass.

Archbishop Dolan announced that Father "Dave" Filut was going to celebrate the  40th Anniversary of his Ordination as a Priest this week.

The announcement was followed by a long round of applause from the parishioners.

We are very lucky to Father Dave  and his assisting Priest Father "Joe" Anderson in our parish and we wish  them both best wishes and many more years of happiness.

2008 MEMORIAL DAY CEREMONY

 

 

Monday, May 26, 2008 is Memorial Day.

The only day of year we as a Nation have set aside to honor the men & women that gave their lives for our Freedom.

We must never forget the ultimate sacrifice made by them through out the history of our Nation. All to many of us have lost sight of the true meaning of this most important day. The men and women whose heroism we both celebrate and mourn must never be taken for granted. We must do everything we can to ensure that the generations that follow will fully appreciate the sacrifices that so many have made and the sorrow their families have had to endure so that the rest of us can live in relative peace and security. 

The New Berlin Chamber of Commerce & Visitors Bureau is proud to join the Hoeppner-Horn Bros. VFW Post 5716 & Highland Memorial Park Cemetery to make Memorial Day mean even more to the Citizens of New Berlin.

The ceremony will start at 11:00 a.m. with the VFW making their ritual march to the Veterans Memorial.

Former VFW Post Commander Don Hermann will speak.

Other guest speakers will include Mayor Jack Chiovatero and State Senator MaryLazich.

This year State Representative Mark Gundrum is serving his Country in Iraq and for the first time may not be able to attend.

Members of the VFW Post will perform a rifle salute.

Alderman Ted Wysocki has arranged for a Fly Over, weather permitting.

New Berlin, Holy Apostles Boy Scout Troop 93 will help direct traffic, hand out programs & flags for those who attend.

There will be a balloon release with memorial tags. Ament Industrial Truck and Moorland Auto Repair will provide the flags. The event will end with a cannon shoot. The cannon supplied by Glen Porter of Highland Memorial Park Cemetery.

The New Berlin Community Band will perform patriotic music during the ceremony.

The event should last about 45 min. to 1 hour.

Please join your New Berlin neighbors in honoring their memory.

See Mayor's new design for Calhoun Road at City Hall, Thursday May 8 at 5:00pm

Mayor’s Calhoun design to be presented

Another 4-lane design for Calhoun Road reconstruction from just north of Cleveland Avenue to just south of Greenfield Avenue, called Design Scenario 2008-A, will be introduced to the public at a meeting Thursday, May 8, 2008. The meeting, which is being billed as a public information meeting, not a public hearing, will be held at 5 p.m. Thursday, May 8, at New Berlin City Hall.

 Mayor Chiovatero said, “
I was able to come up with an option that took care of the road needs, safety, stormwater and concerns of residents north of the railroad tracks.” Mayor Chiovatero’s new plan is basically the same plan that was rejected by the residents and Common Council. Mayor Jack Chiovatero said his new design will still be 4-lanes, but there will not be a median and lanes will be slightly narrower.  The more reasonable plan that was one of the recommended options by the consultant for a 2-lane widened road that the residents wanted and was approved by the Common Council was vetoed by the Mayor and stopped the needed repairs and rehabilitation of Calhoun Road.

The rest of Calhoun road south to Cleveland Avenue will remain the same as the Mayor’s previous plan that was rejected by the residents and the Common Council with four 12-foot lanes, a median and left turn lanes and substantial residential and business land acquisition. According to the Mayor his rough figures show the cost of the new design would be about $4,600,000.00 plus another $1,550,000.00 for the land acquisition, for a total of about $6 to $6.5 million if the Mayor’s rough estimates are accurate. Previous cost figures for the recommended and approved 2-lane road reconstruction were about $3 to $3.5 million.

The consulting engineer for the Calhoun Road project, Bloom Companies, will conduct the May 8 meeting in an Open House format.

Project staff members from the city and the consulting engineer will be available during the meeting to discuss the Mayor’s plan again. Project concept plan; location maps and other exhibits will be on display.

Alderman Ron Seidl's, 3rd District, invitation to Calhoun Road informational meeting

First of all, NBCRG prays for a speedy recovery to Alderman Joseph Poshepny.

Good Evening

The Mayor has submitted a new design for Calhoun Road reconstruction, which will be presented at a Public Informational meeting on May 8th at 5:00pm at City Hall.

The informational meeting will be an open house with project staff members available to discuss the proposed improvements for Calhoun Road, from Cleveland Avenue to Greenfield Avenue. There will be concept plans, location maps and other exhibits on display.

I encourage you to attend to see the design and collect information to better understand this project.

Unfortunately, I have received little information on this newest plan and I am working hard to get the details.

It appears that the price tag has dropped, but even the Mayor is not sure if it includes all costs necessary for the reconstruction. I am hoping that this meeting will answer this question and many others that I have.

Deer Creek Inn & Conference Center Public Informational Hearing April 24, 5:00 at City Hall

Dear Mr. Kitten:

 

The enclosed document is a "Notice of Complete Application” and “Notice of Public Informational hearing” for your project.  Wisconsin law requires that the public be allowed an opportunity to comment on projects like yours.  The enclosed notice(s) help you meet this requirement.  The Department has scheduled a public informational hearing on your application for a permit for grading in excess of 10,000 square feet on the banks of Deer Creek.  The hearing will be held on Thursday, April 24, 2008 at 5pm at New Berlin City Hall. 

 

Because your project is in or connected to public waters held in trust by the state for all citizens, state law provides an opportunity for public input to the Department’s decision.  The hearing is a time for gathering additional facts to help gauge possible impacts of the proposed project on fish and wildlife or their habitat, natural scenic beauty, surface water use and similar features of the lake or stream.  The hearing is being held because you requested that a hearing be scheduled as part of the public notice.

 

The hearing is informational only.  I or another Department staffer will manage the hearing agenda according to set procedures in order to allow all who attend to be heard and to gather as much factual information as possible.  Attorneys are not typically involved and this is not like a court proceeding. 

 

The enclosed document is the "Notice of Public Hearing & Complete Application” that must be published in the newspaper and mailed to specific groups and individuals.  This notice must be published and received by all listed parties a minimum of 10 days prior to the Public Informational Hearing.

 

Before I can proceed further toward a decision on your application, state law requires that you:

 

1.      Publish this as a Class I Notice, at your expense, in New Berlin NOW, 333 W. State Street, Milwaukee, WI 53213, fax 414-224-2505.

2.      Obtain an affidavit from the newspaper to prove that the notice was published.

3.      Provide a copy of the enclosed notice to the parties listed below, either by U.S. Mail or in person.  If provided by U.S. Mail, send the notice with Return Receipt Requested.  If provided in person, obtain a signature from each party to verify that they received the notice. You may notify others at your discretion. You also must provide a copy of the notice to any person or group who asks you to do so.

 


 

New Berlin resident explains meanings of Wisconsin Open Meetings Laws

"Let's get something else straight: Ald. Dave Ament called the Feb. 16 meeting at City Hall, but it was for area residents--not only his own District #7 constituents. The meeting dealt with Coffee Road changes, as well as sidewalks, side paths or bike trails in various areas of the City. Heun's statement that Ald. Poshepny (District #5) was not shouted down is untrue. When Ald. Poshepny attempted to speak, some members of the audience rudely yelled out. I witnessed that. Heun admits that Ald. Ament asked Ald. Poshepny not to speak. And yet, others at the meeting were allowed to speak."
 
I have not spoken to Ald. Ament regarding 'why he did what he did' - because I automatically understood the 'why he did what he did'. 
 
The reason for Ald. Ament's action (not allowing Ald. Poshepny to speak), was to avoid any discrepancy within the Wisconsin State Open Meetings Laws.  The Feb. 16th meeting was not an 'official' city meeting:
 
*An 'official' city meeting is comprised of:  A meeting where 2 or more aldermen address the public. an "official notice" must be published prior to 2 or more aldermen speaking to the public; "official minutes" must be taken if 2 or more aldermen address the public; those "minutes" must be available at a later time to the public via an open records request.
 
Ald. Ament's meeting was a neighborhood meeting.  Any impropriety at this meeting would have happened had Ald. Ament allowed Ald. Poshepny to speak. 

Further to the above issue, any address to the citizens by Ald. Posphepny could have caused the 'appearance' of a negative quorum.  In New Berlin, it has been deemed a 'negative' quorum equals 2 aldermen.

NBCRG congratulates Election Winners

New Berlin Citizens for Responsible Government congratulates all the winners of the various election races. Although all the candidates we endorsed did not win we feel that the campaigns they conducted were issue oriented.


You will note that NBCRG flyers were all positve on what the issues were.

JJ Blonien brought attention to many issues. We hope  that he will be active in future political races.

Art  Marquardt and Dave Macey we feel will continue the excellant traditions of New Berlin Schools.

Welcome back to the Common Council,  Ken Harenda and Wysocki. Thanks to Tom Augustine for a job well done.

Peter Gundrum and Pauline Jeske, please continue to work for all the citizens of New Berlin and Waukesha County.

Welcome and good luck to William Zaborowski, District 21 on the County Board. 

Karl Nilson, thank you for your past service. 

It is time to "Bury the Hatchet" and and come together to settle issues such as Calhoun Road, Coffee Road, 124th street, Sidewalks, Fire Department annd a host of other items.

The next election is a long way off and much work needs to be done!

NBCRG April 1, Ballot recommendations!

There is a Wisconsin State Referendum Question on the Ballot which is as follows:

QUESTION 1: "Partial Veto, Shall Section 10 (1)(c) of article V of the constitution be amended to prohibit the governor, in exercising his or her partial veto authority, from creating a new sentence by combining parts of two or more sentences of the enrolled bill?"

NBCRG recommends a YES vote for the following reasons;

Democratic and Republican governors in the past have frequently changed the meanings of the stated purpose of the passed legislation  by  combining  words, sentences phrases, dollar ammounts  and paragraphs to completely change the wishes of the legislature.

This practice has let to what various parties have called the "Frankenstein Veto Power"

It has changed State budgets, taxes, programs, failities and most everything else .

 

 Wisconsin Supreme Court Justice

NBCRG voted at our last meeting to endorse Mike Gableman  for the posion for the following reasons:

The present justice was not elected being, as he was appointed by Governor Doyle. Louis Butler has been the swing vote since his appointment and the result have made Wisconsin the only state where industries can be sued without proof that their product, caused particular problem. This is true even if those companies have never made an offending product. The net result is that companies now in Wisconsin have another reason to expand their operations elsewhere, or to completely move out of the state.

The present make up of the Wisconsin Supreme Court has also moved into areas that could affect schools, virtual schools marriage amendment, school choice, police methods and many others,

Based on our interviews with the candidates, it is our opinion that Ken Harenda is the best candidate to represent 4th District residents.    

 

NBCRG has confidence in Harenda’s commitment to:

 

   Control spending and taxes for city residents.

 

    Support rebuilding Calhoun Road at a reasonable cost.

 

   Economic development for the benefit of the citizens, not the developers.

 

    Provide necessary city services while eliminating unnecessary spending.

 

   Listen to his constituents and keep citizens informed about critical issues.

The New Berlin Citizens for Responsible Government (NBCRG) has invited all candidates for public office to our meetings for many years, to make a presentation on what the candidates vision is for the  various offices.

This year we again asked all candidates to make their views known to our members. They spoke, we listened and asked questions, and then we decided if we wanted to make any endorsements.   We did consider all statements on their positions as an indication of  what could be expected in the future.

We have decided to endorse the following people;  

New Berlin Board of Education,  Art Marquardt and Dave Maxey

New Berlin Common Council,    District 2    Ted Wysocki

                                               District 4   Ken Harenda

                                               District 6   JJ Blonien

Waukesha County Board of Supervisors. These are New the County Board Districts

                                               District 20   Pauline Jaske

                                               District 21   Karl Nilson

                                               District 22   Peter Gundrum

The Eisenhower Middle School Student Council & Miss Whitty are proud to announce their “FOR DANIELLE & COMPANY” project. 

Danielle Quigley is a recent graduate of Eisenhower and is serving in combat overseas. 

To share our support for Danielle we are asking the entire Eisenhower community and the Community of New Berlin to get behind us and join in as we do our part to recognize our soldiers.
