New Berlin Citizens for Responsible Government

Ralph Heun, a 38-year resident of New Berlin, will be blogging about issues of concern to the New Berlin Citizens for Responsible Government, an organization that promotes fiscal responsibility among all units of government.

Mary Lazich asked by NBCRG to track letter from NB Common Council to DNR

By Ralph Heun
Monday, Nov 5 2007, 06:36 PM

No answer from Department of Natural Resources prompts request for follow-up.

At a September Common Council meeting the Council voted to send a letter to the Secretary of the the Department of Natural resources, expressing the Common Council's concerns with the MMSD 2020 Plan. This was requested because the Council had serious concerns about the contents of the plan as to how it affects the ultimate sewer service area and other items.

The letter was mailed to John Welcher on September 14,  2007.

As president of the New Berlin Citizens for Responsible Government, I  contacted the mayor's office on October 4 and again on November 1, to inquire if any answer had been received by Mayor Chiavatero's office. Each time I was informed that no answer had been received.

I phoned State Senator Mary Lazichs' office on Friday, November 2 and told her of the situation. She said she would investigate and report back to me on Monday (today). True to her word, she did just that and has the following report.

Mary Lazich was informed on November 5, 2007 that Mr Welcher was NOT the Secretary of the DNR. The letter was not forwarded to the secretary in any case. At the present time the letter has not been located.

The DNR said they would call Mayor Chiavatero's office and tell them that the Common Council has until November 30, 2007 to file any written questions and concerns to the Department of Natural Resources.

NBCRG would like to thank Senator Lazich for another job done in record time. We ask that the Mayor schedule a Public Hearing, separate from the budget Public Hearing, within the next 2 weeks, so the the Citizens opinions will be heard and acted upon

Former Alderman Gallagher,

Will your shilling for this tax and spend, big government mayor never cease?  He was given direction by the council for the budget.  He was told to prepare 4%, 2% and 0% levy increase budget options with his recommendations for reductions in the increased spending that he proposed.  And what did Mayor Jack "Up Our Taxes" Chiovatero, who makes $95K per year, do?  He refused to do his job, although he is still keeps collecting his bloated paycheck.  He kept telling the council he couldn't find anything to cut out of his bloated 10.2% levy increase budget.  Jack "Up Our Taxes" Chiovatero even looked visibly upset at the October 9, 2007 council meeting when his tax and spend plan to Jack Up taxes by 10.2% failed, with only your protege' Aldermen Bill "Tax and Spend" Moore and Joe Poshepny voting for it.

This Mayor doesn't care how much he Jack's Up everyone's taxes.  He thumbed his nose at the council and sent then a 10.2% tax levy increase budget.  He and his political allies also are trying to shove a tax increase referendum down the throats of city taxpayers, by holding the paramedic program hostage.

To respond to your statement.  Ya, you're wrong.

Ralph & NBCRG,

I would like to thank you and your organization for taking the time to follow up on this impoortant issue. If you had not checked to see if Mayor Chiovatero had sent out the letter, that the Council instructed him to send out, we would have never known he failed to send it.

Nice try Alderman Ament, again your trying to insinuate that I do not follow instructions by Council, which you know are not true.  The letter to the DNR was sent out imediately after I received it from our City Attorney.  Please see his explaination below.

From City Attorney Blum:

I take responsibility for the error in the Secretary's name.  When my office prepared the initial draft we inserted the incorrect name though it did refer to the Secretary of the DNR.  I can't speak to when it was sent but I do apologize for the incorrect name appearing in the original draft. Mark Blum, City Attorney.

It was sent as per Council instruction and though the name was error, It was sent to the Secretaty of the DNR and should have been acknowlegded by that person. As for the public hearing, I have told both you and Ald. Harenda on several occasions to move forward and invite MMSD and consultants in for questions and public information.  You sat and did nothing.  At that time we could have our comments to send for their review and consideration.  Another note, I did immediately respond to all inquires about the letter. When Ald. Harenda asked about any response, he even noted to me "I didn't really did not expect them to respond anyway!" So to correct your false comment that I failed to send the letter, even Mr Heun noted the date I sent it.  In addition, another certified letter went out yesterday to the newly appionted Secretary again.

When will you stop with your lies? It must be very embarrasing to be caught red handed like this. Or will you now call the CA a liar?

Attention Paul Gallagher!

I have signed on the your blog site several times over a three day period. Each time I was told that confirmation would be sent to my E Mail address. There must be something wrong with your site administrator or its' motives, as I have not received this confirmation.

Perhaps you can look into this matter and resolve it to my satisfaction!

Or are you censoring who can read your all of each comment?

Mr. Heun,

I had an issue with the website email protocol; it should be okay now. I don't restrict anyone from reading it. Once again you jump to conclusions and make false accusations before getting the facts. In your mind, computer glitch = corruption.

Mayor Chiovatero,

I'm not insinuating anything. The Councils directive was not carried out. The Council instructed YOU to contact the DNR. The fact is that it’s your responsibility to make sure that the Councils directives are carried out, not the City Attorney, not Senator Mary Lazich, not NBCRG. You are well paid to make sure the Councils instructions are carried out.

When the Common Council voted to limit the Mayor's pay raises they learned that the Mayor's pay ordinance was not brought back to Council for final approval of the ordinance. As the class leader that he is former Mayor Wysocki did not blame everyone else, no matter who’s fault it was, and as the mayor he accepted responsibility. Despite the fact that you ignored the will of the Council and accepted the pay raise you chose to put the blame for your raise on former Mayor Wysocki saying it was his responsibility to follow up. It would be inconsistent of you if you did not apply the same standards to yourself that you expected of the previous mayor.

Mr. Gates (New Berlin Dave),

I live in Alderman Ament's district and I have gotten several communications from him on issues important to 7th District residents, via fliers put into my newspaper box, over the past two years (the time period that you mentioned).

In fact, I have gotten communications from him pretty regularly since he was first elected to office.

So, in the future, it would probably be a good idea to look at the information put into your newspaper box more closely.

Mr. Gallagher

I'm pleased to see that you’ve come out of the closet and identified yourself this time. Congratulations!

I didn't think that you could stoop any lower but referring to Ralph and Keith Huen as the “klan" on this blog is even lower then when Rush Wilkes distributed the flier with your drunk driving arrest mug shot on it. What is your fascination with racial remarks? One would have thought that loosing the last election, because of your racial stereotyping, would have taught you to control your nasty tongue. Your racial remarks have no place in our community. Now we know why you chose to hide behind a fake name.

New Berlin Dave

You said you only received about 3 of my 7th District Email Updates. How many have you received from any other Aldermen or Mayor? I see why missing out on my informative and insightful comments would be so troublesome to you. You may have been so impressed by my knowledge and common sense that you didn’t notice my invitation to all 7th District residents to sign up to receive my Updates regularly. My 7th District Update Group Members become well informed themselves because I not only email my Newsletters, I also send out the City monthly meeting calendars, the agendas and minutes for those meetings as well as every neighborhood notice that I distribute. This is intended to let people know about issues that could affect their neighborhood and family. I also notify people of my open office hours that I hold the last Saturday of each month.

I would invite every 7th District Resident to sign up as soon as possible. Know that you know about the valuable service I offer I would expect to receive your request to be included soon.

Dear New Berlin Dave,

To be included send me you name, street address, phone number and email address and I will include you in my 7th District Email Group. That way you will not miss any of them. That way when you send in your comments to a blog you can make infirmed comments.

Dave, Dave Dave,

I think you really start to believe your own mistruths.  Sept 11, Ald. Harenda requested that the DNR delay approval of MMSD 2020 plan. Read the motion. Where did it say how it was to be done?  During discussion it was determined that the City Attorney, Greg Kessler and I work together to draft the appropriate letter. This was acomplished on the 13th and on the 14th the letetr was sent on my letterhead. How do you say that I failed to follow directions.

As for my raise set by ordinance 5 years before I took office, it was amazing that when Former Mayor Wysocki took office, his $32,000 a year raise was never mentioned.  Why was that?  Maybe because there was a hidden agenda. Could it be a mistake that he failed to follow up on ordinace?  Or could it been he (or you) that tipped the City Clerk and City Attorney to investigate my salary several months after I took office in an attempt to embarrass whoever went up against the former mayor, and realize that I was being underpaid 12,000. What a great plan you conjurned up with the former mayor.  By the way, I still donate the difference in salary to New Berlin organizations for their benefit. Your political assasination attack for April 2009 has started, everybody sees it.  I really think you need to give the Citizens of New Berlin more credit if you think they can't see your actions and your attacks on private citizens.

The possiblity of Dave Ament being elected Mayor, is both revolting, and entertaining. If he should run, and by some fluke win, what will he do with the budget? He has already repeated numerous times, on camera, that he is not qualified to handle a city budget. Perhaps King Ament can still have his Court, oops I mean Council, forward it on to Chiovatero to do it for him. And of course King Ament will donate the majority of his salary back to the city, because we all know he only wants the job because he loves his Subjets, oops I mean Constituents.

Paul D. Gallagher lecturing on racism!? You don't see that everyday. Here is a link to some of Gallagher's racist remarks:

The behavior of Mayor Jack Chiovatero on this blog just shows how his bickering has destroyed communication at city hall. If an alderman dares to question him, the mayor can't seem to have a civil conversation.

Keith Heun

Gallagher and Chiovatero have no shame.  These two hacks expose their extreme political paranoia in their recent attacks on 7th District Alderman Dave Ament.

Gallagher, who was thrown out of office in part because of the racist and bigoted comments he made as alderman, is now trying to smear Ament with the same claim, all without a shread of evidence to support it.  Of course that won't stop Gallagher who is infamous for his public rants  as alderman and his attacks on anyone who opposes his far-left extemist agenda.

And Mayor Jack "Up Our Taxes" Chiovatero is blaming everyone except himself for failing to take the action the council directed him to take to protect west side homeowners against developers (that support Chiovatero) that would shove expensive sewer expansion down west side homeowners' throats.  Chiovatero then concocts a bizarre conspiracy theory where Alderman Ament and Former Mayor Ted Wysocki set-up Chiovatero, so that Chiovatero would take a $95K+ salary that was never approved by the council.

Is that crazy talk or what??

Why are Gallagher and Chiovatero so extreme in the excoriation of Ament?  Well, their own words expose their real reasons behind it.  They are both paranoid that Ament is going to run for mayor against Chiovatero next year.

It is apparent that these two character assassins will do and say anything to keep from losing their slipping toe hold on City Hall.

God save New Berlin.

Chiovatero wrote the book on negative attacks when he was an alderman. He hired a person to work on his mayoral campaign who had done work for the power plant group. His campaign for mayor was one of the meanest, nastiest campaigns ever seen for mayor in the vicious and un-founded attacks against Ted Wysocki.
