State to the Rescue

Perhaps the New Berlin School Board should send a thank you note to Governor Jim Doyle and the state representatives responsible for the district getting more state aid.

In June, the School Board approved a $52.67 million General Fund budget for 2008-09 with a projected tax levy increase.  Indeed, NOW reported: “Budget comes with 4.5 percent tax levy hike, Average homeowner would pay $115 more to operate schools”.

The budget ($52,675,656) & tax levy ($45,301,529) figures were cited in the public notice (July 24 NOW newspaper) of the July 28 District Annual Meeting. However, at the Annual Meeting the electorate was asked to approve a different, lesser tax levy (and tax levy increase) because of an unexpected $3 million state aid “windfall”.

Unexpected? Well, the district's assumption that property valuation would rise by at least 4% was wrong. Additionally, when Dr. Kreutzer’s administration calculated the budget & tax levy-- and presented its recommendations in June, they didn't have some significant data from the state.   

According to Ross Mac Pherson, the district’s financial services director,  NBPS gets more state aid because ( as reported by NOW )----

  • the district benefits from a state aid formula that includes a less than expected increase in equalized property valuation (less than 4%).
  • the district drew down its fund balance by $2.9 million last year to fund some building projects
  • Gov. Jim Doyle’s insistence that K-12 school aid would be an exception to his zero growth state budget for 2009-10.

It should be noted, though, that state aid is not finalized until October, so things could change.

As for district spending: The proposed 2008-09 $52.67 million Gen. Fund budget approved by the school board is higher than the $51.97 million 2007-08 budget.

This whole thing was good for quite a laugh. Our so called fiscal conservative school board was all ready to jack the taxes but were saved by an unexpected payment from the state. Then they have the gall to act like they have a plan that they have been following that keeps our schools operating properly while our property taxes are held in check. How phony can they be. I'm telling you, this board has brought our school system to the brink of disaster. One big unexpected expense that has to be dealt with immediately is all it would take to trigger more unwanted cuts to what we offer the students.

It's my understanding that there is hardly any money left in the district savings account. If that situation is not improved our credit rating agency is warning us our future borrowing costs will increase because our rating will be lowered.

Tell me how you put money back into the savings account when at the same time the district says Eisenhower needs about 44 million worth of work done on it? Money is not available for that and we still have all the other schools which need repairs and maintenance too.

This board is like a surfer. Riding the wave just barely staying ahead of the big pile of water slowly overtaking it. I'm only thankful that my kids will have made it through the schools by the time this district takes the biggest hits financially and scholastically. Oh wait, that's right, test scores in New Berlin have already been dropping.

What's really weird is the reason the state is giving us this additional state aid is because our property values are lower than expected. Is that something we should be happy about? We already have some of the lowest average resale prices in all of Waukesha County. Something must be in the water around here when people are thankful they are saving a hundred dollars on there property taxes but they don't care about the fact that if they sold there home they would get thousands less for it.

Oh well, I've never understood a community that was so desperate to save some money on their property taxes that they would reduce the quality of their public school system either.

That's my rant for the day. Now I guess it's time for us to continue forward moving backwards like we have been doing the last 8 years in our disintegrating school district.
